You can sign a contract to sell oil in America at any price and delivery you want. You will want to provide the buyer with some identification of the oil properties (degrees API and sulfur content for example) so that the buyer can research an appropriate price.
Knowing the quantity would help. Is this a one-time deal of ten or twenty barrels, or a well that produces 2000 barrels a day?
